I can't find english versions of opsi packaged applications. Do these exist, or are the opsi packages simply templates for us to customise our own?

If I do have to write my own can I submit the files back to the project to save others some trouble?

You can submit opsi-packages also, but there are some problems offering fullpackages. We have to translate the german posting about this topic
