ist es möglich mit OPSI die frisch installierten Netboot-Produkte z.B. Windows 7 anzupassen?
Also zum Beispiel: Eigene IP-Einstellungen, Windows Aero, Hintergrundbild, Startmenü, Explorereinstellungen etc.
Oder muss ich das schon vor der Windows Installation irgendwo anpassen?
I use a seperate package, which is run after a windows installation.
Look here for some options:

It's windows, so most settings can be done with the registry. But before installing I use nlite for XP, and remove 0.9.1 for Windows 7.

This way a lot less shite gets installed.
I'm also going to make a second package, which can be run multiple times. The first post-install package should run only once.
Also a nice trick is to change the windows 7 logon background to an empty jpg with just that specific colour blue. I recently found out about BGinfo, so I now use that as a support tool and include that in a package. Copy the .exe to the harddrive and run it with bginfo.exe /accepteula /popup
Of course this can not be used with the most stupid users. I recommend reading the BOFH archive on advice how to deal with those.
