keyboard in qwerty instead of preseed conf in azerty

Hello all,
we are trying to install ubuntu with opsi.
After the laptop is installed, the keyboard is in qwerty, not in French.
With the same preseed file and a simple tftp+dhcp+pxe (https://wiki.debian.org/DebianInstaller/Preseed), the keyboard is correctly configured in French.
Is it a limitation in Opsi, due to not have the licence for linux agents?

As you can see here, https://imgur.com/FObhOZp, the keymap chosen is French, not qwerty.
And the pressed file contains:
d-i keyboard-configuration/xkb-keymap select fr
d-i keyboard-configuration/toggle select No toggling

Hi
setting your locale to fr_FR might help.

Please provide the full preseed from the bootimage.log so I can take a closer look into it.
