To the point, Is there a option to install packages from client hard drive or option to copy package first to local machine and use local copy to install package??

Hi,
i'm not sure what you want to do.
You may use the opsi-winst script to copy a setup.exe to a local directory and than start it from this local directory.
A other possibility is to sync all needed installation files and meta data into a local cache and do the complete installation from this local cache.
Therefore you need the opsi extension 'WAN support' which is not free yet and described over here:
