Windows update 0x80004002

Hello,
We are deploying an enterprise version of Windows 11.
For each installation, we encounter error 0x80004002 in Windows Update.

We have tried several enterprise versions of Windows 11 (22h2, 23h2, 24h2, and 25h2).
We get the error on all versions.

i suspect, the DeliveryOptimization Service is not behaving correctly.
