4G decoding is off, as is fast boot and secure boot. We tried fw 2002.
Other UEFI netboot attempts with ipxe to linux were successful.
We tried from two different opsi 4.1 servers and now ordered another board to make sure it's not the hardware causing this.
We'll keep this thread updated if we make any progress.

Are other systems also using this, or are they booting in legacy mode? Or have a fully working ipxe environment that boots clients in uefi with the opsi boot image, but only the recent M.2 NVMe clients are not working?

The iPXE trials were completely unrelated to opsi. I just mention this to clarify that the firmware configuration allows for UEFI Netboot.
grubx64.efi also works, as does the opsi-linux-image when booted using grub from USB-Stick.
