Ich habe in meiner Installation dieser Stelle openbsd-inetd weggelassen.
Wenn ich opsi-atftpd installiere wird jedoch in /etc/default/atftpd

USE_INETD=true
Dies verhindert jedoch dass der Dienst gestartet werden kann.
Zusätzlich sorgt auch noch der systemd service status für weitere Verwirrung, da dieser angibt, dass der Dienst laufen würde:
