Wieso denn plötzlich ein opsi 4.2 Pfad im TFTP?
Wie bereits vorhin erwähnt, setzt mal opsi-netboot.efi als UEFI Startdatei im DHCP und schau ob sich dann etwas ändert.

Hi opsi 4.2 und opsi 4.3 unterscheiden sich schon etwas länger nicht mehr im Bezug auf shim und grub. lediglich die im grub eingebettete Config ist unter 4.2 und 4.3 unterschiedlich aufgrund der anderen Ordnerstruktur. Steht im syslog nichts zum TFTP?
Dann würde ich sagen leitet der DHCP den Nextserver nicht weiter. Also irgendwas sollte ja ankommen am syslog oder im journalctl

Setze mal im DHCP die Startdatei statt shimx64.efi.signed auf opsi-netboot.efi

die elilo.efi ist schon abgekündigt und spätestens bei opsi 4.3 weg.
Was steht denn im syslog wenn du die shimx64.efi.signed verwendest?
Bitte beachte das du dann auch das UEFI PXE Template in der opsipxeconfd.conf anpassen musst.

tausch doch bitte mal die die Buchse am Switch für diesen einen betroffenen Client auf eine wo ein Rechner angeschlossen war, bei dem es ohne Timeout geklappt hat.
Der grub aus den letzten opsi 4.2 Bootimages ist, mit Ausnahme einer Config baugleich zum grub in opsi 4.3

what exactly is the problem?
You can import our preconfigured VM () and import it to proxmox with the command
Or you could install any supported Linux distribution and install opsi afterwards.
